Is it true that Beethoven was so deaf, he wrote really loud music?

Most of Beethoven's music was written while he could still hear. He verbalised his suspicion of hearing loss when he was in his early thirties and he went completely deaf by 35. What is notable about Beethoven's compositions is that they became extremely difficult after he became completely deaf.
